This was from a one-page PSA with the title “Are YOU a Good Neighbor?” for the ‘National Social Welfare Assembly’ which, as it says, coordinated with the US Dept. of Health, Education and Welfare. Since it appeared in DC Comics, it might very well have been drawn by a Superman/Superboy artist, but there was no artist’s credit on the page, and I can’t tell who drew it by the style. When I have time, I try to Google the artists but, even then, with PSA’s it can be tough to find out who drew what. As it is, I got the era wrong on this one: it was from 1964, not the ’40s.
Not meant as a slap-down, db, by any means; just wanted you to know that I try to give credit to the original artists, if possible. BTW, since writing my comment above, I did a little more checking and found out Sheldon Moldoff drew most of the DC Comics PSAs — this one and the others that have that DC ‘look’ were probably done by him. So, thanks for egging me on to do more research.
To polish my nerd creds, this looks like early Superman/Superboy art if you really don’t know the original artist.

Yes, Superboy as opposed to Superman was a later creation.
