    When a city issues a gun to a rookie cop, are they authorizing him
    to shoot anyone who he thinks the world would be better off without?

    Or did they arm him in the event that sudden and deadly force must be used?

    If said cop goes on the record as intending to kill certain people, and that he does not intend to follow any rules the city sets for him, I might expect the city to take that into account.

    Not to overstretch your analogy, but some people prove themselves wholly unfit to ever own a gun.

    Besides, the resolution did authorize him to shoot people at his own discretion.

    If you don’t see ‘em, you ain’t looking. There have been quite a few terrorist acts in the United States over the last six years while BushCo. is “keeping us safe”. They are committed by right-wing “Christian” terrorists, so no one seems to think they are worth mentioning. But we have had them all along.
